No, it's always excluded on their coupons. And the big 5 publishing agencies banded together and have told booksellers they can't discount their ebooks. It's a little frustrating since BN and Borders email out coupons pretty frequently.
If you look on any of the ereader chat boards (KindleBoard, NookBoard, the BN discussion boards, etc) there are quite a few discussions about it that go into a lot of detail about which publishing houses and why.
