Yes I let them lay on the seat when they are tired. NO they can not go on the floor cause it is disgusting and no standing on seats or tables ( with the exception of when they are so little that they need to stand to reach the table)

When they were younger I was a little looser with the rules. They were never allowed to be animals.. but I do recall them sliding down in the seats or crawling under the table to get from one side to the other.
But now they are older and I expect them to act their age. I have told them that eating out is a privilege that I reserve for people with the maturity to handle it. If they don't have enough self control to sit through a meal without sliding under the tables or what not, then I will not take them again.
