They're both adorable! I guess it depends on how old your DD is. The 1st one looks good for someone a little older since it might be too big/bulky and uncomfortable for someone younger. The 2nd one looks perfect if it's for a 1st birthday. Doesn't look too cumbersome, KWIM?
Either way, they're both adorable. Love the colors!

I'd get the 2nd one. The tulle pieces get pulled off so easily on the first since it's just slip-knotted to the waistband. With the 2nd the extra knot helps keep it together better IMO.
ETA: She says that she machine sews the tulle on for the first so maybe it won't be an issue, but we've never had good luck with tutus like those.
