Just saw a job posting, can anyone tell me what salary grade 28 is?

I do...and it differs though. Different units within there can have different salarys at the same grade.

for example you can be at grade 23 for ten years making 40K and someone get hired tommorow making that amount making the same.

I would guess though that starting salary for that grade is likely at least 45K.

The grades dont go in order. There is grade 11, then grade 23, then grade 28.

yeah theres no rhyme or reaosn there...LOL
