rules about tying out your dog

does anyone know what the law is in suffolk county about tying your dog out in the front/side yard without a fence? i have my dogs fenced in the backyard, and they run around outside all day, contained. but, a neighbor apparently just got a dog and it's tyed out in the front. just wondering if anyone knew what the rules were............. the reason we fence our dogs in is for safety, for our dogs, and also god forbid one got loose and bit someone. i could never live with that!

are they outside with the dog? I don't have a fence & will tie my dog out front with me while I'm outside so I don't see harm in that..

Is the dog threatening to you or left alone for a long period of time?

They are home, but not outside. My dogs are going crazy, jumping on the fence. Not threatening, at least not yet anyway. Just wondering what the rule is, incase it gets to that point. Their dog is able to come up to the fence, which is making my dogs nuts.

Not sure how much recourse you have, if the dog isn't leaving it's property. There are a few people in my neighborhood that have electronic fences and their dogs are able to charge anyone walking next to the curb. And they do. They've scared the cr@p out of me more than once.
