We had my daughter's 4th birthday party at adventureland. At first I was hesitant to do this but it ended up being such a great party...she asked for her 5th birthday party there as well!
They have lots of great rides for 4 year olds. The basic party is $18.95/child (with no minimum) and that includes one hour of unlimited rides and then one hour in the dining room for food/cake. They do have a seperate party room if you book it in advance, otherwise you are just off to the side in the dining room.
The kids get a choice of pizza, nuggets, hot dogs and burger, with fries, and a drink. They allow you to bring in ourside cakes. You can purchase food/pizza/drinks for the adults as well.
I found the party to be very reasonable as well. When my daughter was turning 4, she just had a handful of friends and it was about $200 for the party. When we did it again at 5, it was more like $450 for the party because she had so many new friends from preschool and kindergarten.

Also if you decide that you want to do a 2 hour-ride party, I think it is $4 more per child. If anyone wants to stay after the party for unlimited rides until close, they can purchase a wristband for $10.

My DS is almost 4 and if I were having his party out at a place, I would definitely be considering Bounce U. We have been there a few times and I really like it a lot.
White Post Farms also does a really good party.
