Can I say this?

I work at a company with a very big blame culture where it is acceptable to throw your work on other people. I have been here for 3 plus years and still cannot wrap my head around it.

I am supposed to be supporting a colleague with a marketing campaign by securing online opportunities for banner ads in magazines, tourism boards, etc. As of late however, it seems as though she is placing full responsibility on me to basically do her campaign for her. It was never explained to me that I am meant to do her entire campaign. It wad my understanding that she is supposed to secure opportunities on her own. She is really p$Ssing me off.

So can I say something like 'I'm sure I am misunderstanding but it sounds like I am meant to be handling your full campaign. That was never explained to me so I'm just a little cOnfused by your emails?"

Our manager is super busy and not supportive so I cannot approach her though I think this should be settled on our own anyway.

So can I say that? Something else?
