It's not all that uncommon. I've read articles about doing pages w/o pictures when it's a situation where you can't take any, ie: a concert, museum, religious ceremony etc. They often suggest you use memorabilia and journaling to capture the event - a program, tickets, post cards, etc. If it's a situation where you can't take pictures inside or during, you can pose some outside - ie: outside the museum, even if you can't take them inside.

You'll also see a picture-less page if someone is doing a "book of me" where they might want to capture and write about something in their childhood that was important but they don't have pictures.
