Anyone have one twin who is not considerate of the other?

My twins are almost 15 months old. DS can be so mean to DD sometimes! He steals all of her toys away from her, walks all over her (literally) without acknowledging her, purposely pulls her hair . Is it the age? He's been like this for months though esepcially with the toy stealing. DD never does anything back to him, usually just cries about it. He can be so sweet and such a mush with me but then he can turn around and be so mean to her sometimes. I try to firmly tell him no and say "that's not nice", "you can't take her toys", etc. but he just doesn't understand that yet.

YEP!

My boys. almost 17mths now- FIGHT!

Anthony is the meaner of the two. he just takes what Frank has- not matter what he has. Frank will just burst into tears and come running to me for a hug.
Funny is he is the bigger of the two.

Anthony has also bit Frank many of times.

I do my best to address it and just tell him its not ok and No, dont do that. Ant's head will bow down and he will cry so he does understand..a little.

This am Frank got his revenge and bit Anthony.

This is exactly my son! Tonight he went to bite her and when I grabbed his cheeks between my fingers and said no he laughed hysterically at me! I know this sounds like bad parenting but I almost would feel better about the situation if DD would at least fight back and try to defend herself. She just sits there and watches him if he takes something away from her or cries if he hurt her.

Aubrey was the one who wasn't considerate at first. She would take Carsyn's toys and would hit her. It is now Carsyn that can be at time inconsiderate. It seems like they go through opposite phases. They are both 3 now.
