Would you think that someone with this title would know the basic structure of their department/org?
This job writes and distributes announcements, new programs, events..etc..

It doesn't sound like an executive title - I mean it isn't a Director or SVP or even a Manager.. it sounds more like a person designated to draft and distribute interoffice communication. Since they are responsible for communicating to the rest of the team they SHOULD understand their department structure.. but that would really depend on how effective top management is at making the company blueprint known.

It's a low level officer job. The org is out there and published for everyone to see internally.
