Gutter cleaners and toilet issue

Hey Ladies...I live in Queens and wanted to know if you can rec someone who cleans gutters ifyou can also let me know the $$ , i live in a colonial home....also for some reason just a few months ago the water level in my toilet bowl (the bowl the seat portion) not where the flush handle is that holds the water) is very low and when ever we flush it splashes out of the bowl...any ideas why?
