Interesting find. Many parents are in a rush to turn their children around at one. This decision based on convenience or the impression their children are big enough could not be more wrong.
In Europe many children are kept rear facing up to and beyond 4 years old. The mistake many parents make is transferring their feeling to the child. "Their legs are touching so they are uncomfortable." Trust me they are not uncomfortable.
Remember for safety, keep children rear facing until they are 2 - if not longer up to the weight limit of their seat.
