I just did a little google search and it suggests getting Liquitek Glossies Acrylic Enamel paints. They are specifically designed for use on non-porous surfaces like your wine glass. Once you have painted your design, you can heat set them by following the directions on the paint.

ETA: I've never done this. Though I have used chalkboard paint on the bottom of the glasses and that worked really well.

i've done this.

yes, you need paint specific for glass and/or ceramic.
you gently bake it to set the paint.

very easy! and if you plan for make a few, it can be pretty cost effective
