Is the Essie polish they sell in CVS and Target different?
The bottles look a bit different and I notice that the polish is a thinner consistency maybe?
It could be just the one I used, but it was almost watery and I feel like I had to use a heavier hand and lay it on thicker to get coverage.
Are they different when sold in Target and CVS etc as opposed to Ulta or Sephora or salons?

I think it's the same-I have used it and haven't noticed a difference.

I don't think they are supposed to be, but I noticed that with the Essie I bought from Target, too! But I notice certain colors are thinner than others, so I thought maybe that was it.

I think it has more to do with the color than the store that it comes from

This. Essie is really inconsistent
I agree with this 100%. When at the same nail salon, the same color is different.

I think it's thinner when it's very fresh.
In the mean time, I just discovered that my local BB&B removed their Essie display, just when I finally decided to invest in a bottle of my own. 
I asked a sales associate what prompted that decision and her answer was "I think because a lot of people were stealing them." Who knew Essie nail polish was such a hot commodity!

I thought the exact same thing recently when I bought Smokin Hot at CVS. The application was SO watery that it was hard to control and I got it basically all over my fingers. It seemed streaky and just BAD. I think like a PP said it much fresher at CVS or Target than the ones they have sitting at the nail salon and maybe that's not such a good thing. ETA - i've never bought it at Sephora or Ulta so can't compare as far as the different stores are concerned.

They are different. The brushes are even different. Cheaper IMO. Not price but quality.

Even the bottles are different.
I have bought it in Ulta and the bottle is slightly different.

Ever since Essie was bought out by L'Oreal their quality has never been the same.

Essie's quality varies a lot depending upon the color.

Have you ever read The Walmart Effect?
Companies make different versions of their products at different price points. Walmart is a huge offender and basically dictates what they will pay for an item so the manufacturer cheapens their product to not loose their business.
Yes, I think that Essie is different at Target and CVS. It's happening everywhere.
