Charity Website with no Overhead?
Is there anyway you can make a website up (like a gofundme) that the person receiving the money gets 100% of the donations?

No. The sites are businesses - even the non-profits, like Razoo - and need the fees to run the site you're using.
Some do have the option for the donor to pay the fee in addition to their donation; that would be the only way to get 100% of the donation to them (but this is still not 100% of the amount the donor paid).

I'm not really sure how it works, and I'm sure there's at least a small fee for the bank, but I had an old friend die suddenly and they posted an address (his parents I believe) where checks could be sent to set up a trust for his children.
I know from working with clients who have trusts though that they are monitored very closely and the money can only go for certain things, that are outlined in the trust.
Medical procedures may be okay if they are outlined in the trust.
I believe this is how some of my clients were able to get stuff done not traditionally covered by Medicaid/Medicare.
