How to stop nipping and barking?
The first week with the puppy she was so mild mannered and calm, not a peep out of her.
Now, she nips constantly, mostly at me and my youngest, which is scaring her.
Plus, we live in a condo and she has recently started barking A LOT, constantly actually. How do we curb that? Its not that I dont want her to bark at all, but I have to keep it to a minimum bc if a neighbor complains I can be fined ($200 per month) or forced to have to give her up. Neither of which I am willing to do.

Nipping, you can say OUCH! And pull your hand away. That may work. Some dogs never stop. My male will still nip us or play rough at 9, it's always been his thing and hard for us to break him of it. But most dogs stop after teething. The barking I have no advice, I have a barker myself and it's just his breed.

Candy is very headstrong and nipped all the time. I scolded Candy when she nipped. But dog style. I was told when you scolds dog you should flip them over and growl at them, and stare them straight in the eyes. For nipping I didn't go that far. I would just growl and then say no. She bit me a few times, (doing nails, brushing teeth, testing her limits) and got full on dog scolding.
Now if she goes to nip she stops and mouths me instead, then licks.
I also created a time it's ok to nip. I put my hand under the blanket and play with her. She doesn't get scolded at then. It's her favorite game. But the minute my hand is out from under the blanket it's not allowed.

How to stop nipping and barking?
when she nips you can place your hand over the bridge of her nose and hold it, think of a mother dog and how she would place her mouth, this is what she would if a puppy misbehave.

When Charlie started nipping we would firmly tell him "No" and fold our arms and immediately walk away from him. It was to show him that if he nips we will not play with him. It definitely helped a lot.
Another thing we did with him was we used a spray bottle with water and anytime he did anything that was unwanted behavior we would say No and spray him in the face. He HATED the spray bottle and it very quickly taught him what was unacceptable behavior.
The biggest thing is BE CONSISTENT. You have to always scold for the bad behavior or else they will think they can get away with it. The first month of a new puppy being in your home is crucial. You need to firmly establish who is boss.

Everyone is giving you great advice.
If you have trouble with any of it, maybe consider a dog trainer for a couple weeks. To just help you get the hang of being a new puppy mom. It can be difficult and you must keep up with it. Always follow through. Repetitiveness is the key to training

I think all dogs should get basic training, and it might help with this as well as Phyllis says

Does she get regular walks? A tired dog is a well behaved dog. She may be barking because she is excited, or bored. A good walk and exercise will take care of that.
