Kid's party "entertainment" question

My daughter is turning 4 soon and she's obsessed with Frozen (of course). We don't do separate friends parties yet, we just invite our family plus my two close friends and their kids. I think my daughter would love it if we could get an Elsa character to come to the party. I'm so confused though...you can only have a character at a party if you buy an expensive package?
I just want an Elsa for an hour to say hi to the kids and maybe do a game? I don't need the cotton candy or music and all that other jazz.
Can anyone recommend a place that doesn't make you book a whole package deal?

My friend did this for her daughter's 3rd bday party. She was just a neighborhood girl with a great voice and an Elsa costume LOL. She sang, gave the kids frozen tattoos...was there about an hour. I can get her contact info is this is what you're looking for.
