But I find that even regular length leggings are long enough for me (I am 5 9)
I just ordered from JC Penney and they are great. Long enough even though they aren't a "long" length
I used to buy my pants from there too, but they stopped carrying clothing other than yoga wear etc so now Express is pretty much the same pants that VS used to carry.
I don't wear pants much though.

Tall chick here. (6'1") I do all my shopping online.
The Limited carries tall.
Talbots carries tall dress pants, but I don't know about skinny in particular.
JCrew has tall lengths as well.
I've ordered leggings/yoga pants from VS in tall lengths and they fit.
Athleta carries tall work out gear I believe.

I got some great leggings from WHBM, not tall sizes but they fit, but I'm 5'9" which is generally the cut off for tall. I can't get away with not wearing tall pants or jeans, but regular leggings work fine.
My pants also come from WHBM or NY&Co.

Oh and I love wearing boots over my skinny pants or leggings - this way i can get away with the pants or leggings being too short!

I am also a plus size in addition to tall.
