New NYS ELA and Math test this year?

This year.
The tests are untimed this year and have about 5 or 6 less questions

No, they are the same. Cutting a couple of questions out and no time limit. That's going to be interesting to administer.

Dear Mr. Sales, Dr. Lewis, and Mrs. Schnebel,
On January 28th I attended “Public Education: Long Island’s Assurance For The Future” that was jointly sponsored by your organizations: Nassau-Suffolk School Boards Association; Nassau County Council of School Superintendents; and Suffolk County School Superintendents Association. I am a Board of Education Trustee in a Nassau County school district. I write this letter as an individual and not as a representative of my Board of Education.
I thought you should know that I found the presentations given by Dr. Rogers, Mr. Bixhorn, and Dr. Lutz to be very informative and thorough. However, the presentation given by Mr. Clemenson causes me great concern for his school district and for your organizations that allowed him to present so much misinformation. He stated that the 3 through 8 state assessments this year are not Pearson. He said they are Questar. The fact is that the questions are still Pearson questions and that Questar is responsible for the testing forms and the guidance materials. Essentially, it is a Pearson test. Nothing has changed. Mr. Clemenson stated that the tests were created with teacher input this year...not for 2017 but this Spring. Fact is, these are still Pearson questions that were not developed by teachers. Commissioner Elia has promised that next year’s tests will be constructed with teacher input. For this year…nothing has changed. Mr. Clemenson said that the school districts that had the higher numbers of opt outs are the school districts that get very little Title I Funds anyway and so essentially the “optouters” are acting out on the “backs of the poor kids”. To characterize the situation this way is inflammatory and does not speak to the heart of the matter which is that if the Government chooses to punish “poor kids” for the actions of parents choosing to do what is right for their child in the hopes of ultimately improving education for all in a climate of botched education reform then they (the Government) is clearly not interested in fixing the system that they themselves admit is broken. And to that point, to date, there have been no Title I Funds withheld even though there were many districts with more than 50% opting out. Why would that change now?
As far as I am concerned, Mr. Clemenson basically said that ESSA has made some advances...NYS has made some changes...the system is still broken but the Opt Out Movement has to be stopped. And I believe that he said in order to do that we must work on gaining their trust. Gaining their trust. How? With misinformation? With false characterizations?
The Commissioner believes parents have a right to opt their children out of the 3 through 8 state assessments. The Governor believes parents have a right to opt their children out of 3 through 8 state assessments. And until there have been some fundamental changes made, that is exactly what parents are going to do. That is how trust will be earned…by making the changes that were promised. Trust will not be gained by spreading fear, lies, and misinformation. I am disappointed that you all were a party to this by allowing him to speak at this event and I am concerned that you are fostering this type of misinformation to be given in communities across the Island. Just know that the confusion and misinformation that was perhaps intended to take the wind out of the sails of the Opt Out Movement is most likely going to backfire…never poke a bear…especially not a Mama bear…expect to see 500,000 Opt Outs this year.
