I had a construction theme for DS's first Birthday. Shop Rite made the cake (from the book). It was fantastic!!!

Our theme was Curious George so I made little monkeys. I went with cupcakes since I thought the little ones would get a kick out of having their "own cakes"
Cookie monster Cupcakes would probably not be too bad to make with some blue icing, M&M's and oreos? There has to be something online like that. I found mine online and modified a few decorations myself like banana candy runts for ears!

Here is a cookie monster cake made from a round pan, and then you can make a big cookie cake too.
Cookie Monster Cake
If you want to go the cupcake route, then ice them with white, dip them in blue sugar and pipe on two eyes and jam a cookie into it.
I would also think you can make red ones the same way and then even yellow ones for big bird.
There is a cookie monster mold you can also buy, or use the elmo one just ice it blue, and make the eyes googley.
