Is adopting a toddler or young child domestically...
a little better financially and how would somebody go about finding out more info on this?
My friend was wondering and I thought to come to the experts.

If you are adopting a toddler or young child from the US then you are going to be going thru the Foster System- since most children are not reliquished for adoption at that age in the US. So the answer is that in terms of $ it is ALOT cheaper. She should contact her state foster care agency to understand all that is involved.
