First you & DH need to know that things change fairly quickly in international adoption, time tables change, rules change, countries slow down or close. Being flexible and open minded will serve you well. An excellent agency to guide you through the process is a must.
Starting off I would say you need to decide how flexible you are on health, age, race and sex. You also need to decide if you can travel to meet and pick up your child. Travel to some countries can be extensive and can add significant cost. These decisions can lead you to a particular country or at least narrow down your choices. Then its research research research!
DH & I attended a seminar at Spence Chapin that provided a good overview and current status of many but not all the international adoption programs currently operating. From that seminar we were able to narrow down our down our choices to a few countries. We then started researching the programs in those countries and finally decided on the one that best fit for us. Our decision was Russia. The next step was researching agencies that work in Russia. Once we signed with our agency things worked very smoothly and fairly quickly. Our wonderful son has been home for just over 2 years and is doing wonderfully.
