I would call the ASPCA. Kinda lie to have them check up on it. I have to say I agree. They may find something else, like unsanitary conditions or improper disposal of waste or something.
Just b/c they are doing the bare minimum legally required does not mean that they do not have to be "on the radar..." KWIM?

Update 6/6: So I decided to check out the situation. I looked over my fence and saw the dog just sitting in the little hut that my neighbors have in their backyard. He is tied up- but has water and food. I dont think there is anything the ASPCA can do since technically he has shelter, food, and water. He has been out there for days though- and as far as I know, has not been tied up that whole time too. I feel so bad, but do not know what to do at this point. Anyone have any suggestions?

Please read this...just b/c the dog has those things, doesnt mean they arent breaking some laws. Such as the type of shelter (a hut isnt good enough, read the guidelines). The leash must be so long so the dog can escape his poop and pee. etc.
PLEASE CALL...no matter what, call. Let the ASPCA check it out...not to be mean but what are you waiting for? They wont know you called. Help this dog now!

They ARE breaking the law. They dont have a PROPER shelter. They will be held accountable for this...you need to call, can I say it enough? A "hut" isnt good enough...

Definitely call the ASPCA. At the very least, they will investigate. How sad for this poor, innocent dog

I am going to call first thing in the morning.
I just want to take this dog into my own house already! I feel terrible for it!

After watching animal cops on animal planet all the time I don't think the aspca can do anything if the dog is provided with fresh food, clean water, and shelter.

She can call and see what happens, but I would bet money that there in nothing they can do. It's summer and the dog has a shelter, food and water. If they wouldn't do anything about our neighbors dog in the winter, I doubt they can do anything about this.
