Please tell me this isnt right........Update 6/6
Our next door neighbors got a dog last weekend. They mostly keep it outside, but sometimes they let it inside. It is a really really good dog!
I'm sad for the dog right now- because its been outside since last night! Its raining horribly right now- and has been throughout the night!! I keep hearing him yelp here and there!!
Update 6/6: So I decided to check out the situation. I looked over my fence and saw the dog just sitting in the little hut that my neighbors have in their backyard. He is tied up- but has water and food. I dont think there is anything the ASPCA can do since technically he has shelter, food, and water. He has been out there for days though- and as far as I know, has not been tied up that whole time too. I feel so bad, but do not know what to do at this point. Anyone have any suggestions?

They MUST provide adequate shelter for the dog. Call the authorities if they do not. Do they at least have a dog house or something?
This is just too sad, why get a dog if you just want to leave it tied up all the time, I don't get it.
Knowing me, I'd prob, go over when noone was home and take him, LOL
My parents did this with a neighbors beagle when I was little. They ALWAYS left it tied up in a barn, so one night..oops it got loose, and became our loving house dogs for 15 years.
PS the beagle , my parents found, but we already had a dog, so the neighbors said they would take him, but once my parents saw how he was treated, they could not stand it, thankfully the neighbors did not give us a problem about it.

There is a small hut type thing in their backyard. I cant see him, I can just hear him yelping- so I dont know if he's in the hut or not.
I'm not really sure what the deal is with the dog either- all of a sudden last weekend, at like 11pm at night, we heard the dog barking. The homeowners were outside all day- and neither I or my husband saw the dog. Its really weird!!!

That makes me SICK. I don't care what kind of shelter is provided.. you shouldn't leave you dog outside all day and night. They deserve love and attention. The law says they need shelter, food and water, but that is only the minimum requirement . Very very sad. I would call the ASPCA

Exactly! Some people don't deserve dogs? So those people should get cats and abuse them instead? Since when are dogs better and more deservant of love than cats?

If I can't find either of my cats for 10 minutes I am freaking out
my persian MUST sleep on my pillow every night- I send my DH to get him if he isn't there waiting
and the kitten sleeps on the bed too!
I get upset just thinking about letting them roam around- I got them to love and spoil- and that is what I do!

i dont think anyone was implying you can neglect a cat but cats: -dont bark -dont get chained up -can hide wherever, they are smaller -are much easier to take care of

I'm not saying you let your cats out... but I have neighbors that do, and I want to take their cat from them to teach them a lesson. (I'm so mean). There is this beautiful black cat always walking around.
Some people say "Oh they know their way home" well so does my dog but I wouldn't let her out on her own. And i live where there are coyotes (or wolves, I don't know what they are but I hear them) and foxes and raccoons that can do harm to the kitties.

OMG Me too. If I don't see my cat in her usual hiding places I start to panic that she somehow got out! I couldn't relax knowing she was outside. God forbid she got hit by a car!

The problem with calling ASPCA is that if they have a shelter for him and feed him, the ASPCA can't do anything. We have neighbors down the street who leave their dog out 24/7 all year and all he does is bark. We called and they went there and told us that there is an igloo for the dog and he's well fed so there is nothing they can do. BTW, they literally throw the food out on the ground when they feed him, their next door neighbor told us this. It's sad and pathetic and the worst part is there isn't much you can do about it.

You are right sadly. What worries me too is that if they take the dog in, they may just lock him down the basement which is almost as bad as being left outside.

When we lived in an apartment in the finger lakes region, there was a chocolate lab that lived behind our place. He was in a cage, and he was definitely neglected...his owners used to throw him a package of hotdogs once in a while. The poor thing had to rip open the plastic. He stayed outside even in the coldest temps...and upstate NY gets COLD. We used to feed him through the cage and pour warm water into his bowl to defrost the frozen water in there...
We called the ASPCA and numerous other agencies ALL THE TIME, and nothing was done. It was the most horrible thing I've ever witnessed.

yeah I am waiting too for an update...hope something is better for this doggie
And i have been thinking...if nothing gets done, I would happen to find that the dog "oops, got loose" and conveniently I would have someone hold him until I can find him a new home. I just could not sit back and watch this inhumanity day in and out.
I know a guy who stole someones dog who kept leaving the dog out in the snow b/c he felt th dog was being mistreated.
That dog wound up being the beloved family pet for over 10 years, and had a life that he actually deserved.

Good for your parents. They saved that dogs life. I would do the same.
