For the past couple of days
our dog keeps licking his butt. Is this normal or is something wrong? He is going to the bathroom and acting normal except for this one thing???

Sounds like he needs his anal glands expressed. Call a vet or groomer. It is a simple thing to have done and some people do it themselves for their dogs (it's a little gross but some people can get passed that). Licking is the only symptom my dog gets when he needs this. We used to have our vet do it, now we have a groomer who does it.

Sometimes (although very rarely) it only needs to be done once. Usually the groomer will express them as part of the normal grooming, but only if instructed or if they see a problem.

The reason why I am asking is because he just had this done 4 months ago. Is it normal to have it done again so soon?

I had a dog whose anal glands had to be expressed almost monthly.
So yes, it could be necessary that often.
Some dogs are prone to it and some aren't.
