do you bring your own instruments for the technician to use?

I am going to start for 2 reasons..
1. my mom just had to have a small surgery on her toe b/c of an infection she got from her nail salon..the dr said this was the 3rd time he did that proceedure that DAY!! 
and i went to use my box the last tiem i was there and cause i hadnt been there in over a month they gave my box to someone else..and I hafta wonder did they recycle my tools or throw them out? i highly doubt they just threw it out..

No.
They sterilize the tools in an autoclave and have them resealed/packaged, so every customer gets a clean set of tools.

When you guys are talking about new tools in a sealed bag, what are you talking about? Sorry to sound so ignorant  I guess I mean do you bring your own cuticle clippers and nail clippers?

my place opened a new set of files and such for me and keep it in a box there, the cuticle cutter and nail cutter they put in the sterilizer thing and use the same for everyone

I alternate between 2 places. One of them opens a new set of sterilized implements for each customer.
The other place uses the sanitizer machine, but a new pumice scrubber for each person. THAT is the gross part. Metal can be sterilized. Germs and bacteria cannot be killed as easily from a sponge!!
