NYC Tranfer Question - PLEASE HELP

I am looking to transfer to a school closer to home...I interviewed and the principal called me back in and said that she wants me for next, but can't officially offer the job b/c everything is frozen right now, she signed me up for summer classes I need for the position & has maintained communication and seems very serious...however, my friend interviewed at another school and was offerred the job, the principal took her SSN, asked her to come to a meeting next week for planning for next year....what's going on? My friend is exactly the same as me...just looking for a transfer (not excessed, not ATR)

Can principals officially hire??? Or do the have to wait for their budgets?

As far as I know my Principal is still waiting for her budget and cant hire;....

We are still waiting on our budget (should be out tomorrow)...I do believe for NYC there is a hiring freeze and the principals can only hire within the ATR pool, but not completely sure. If we get the budget, we have one opening for kindergarten.

This isn't true. Any current DOE employee can transfer. After August 7th it is only ATR's.

I interviewed and did a demo lesson last week and she said I'd hear back from her once she knew her budget for next year.

There is no budget yet...we have some teachers leaving but we can't hire yet because of the budget or the lack there of!
