I was going to suggest this!
Not sure what sort of theme you are going with (if you need to make actual sand), but my sister-in-law just did a construction scene cake for my son's 4th birthday and use graham cracker crumbs for piles of sand, to fill wheelbarrows, etc. I think they would also be great for a beach themed cake. You can buy the graham cracker crumbs in a box in the banking aisle versus having to grind up whole sheets of graham crackers.

You could also use brown sugar-makes great sand.
You can also get the icing creations stuff...it's plain icing and you add in flavor. The flavor caramel doesn't taste that great, but its sand colored.

I will try to post a picture later of my son's cake - we just had his bday party last weekend, and it came out great. She also used crumbled oreos for dirt, and had bought little construction trucks and men, orange cone candles, etc. She made trees out of spearmint leaves and pretzel sticks. It was adorable!

GOLDEN OREOS!!! When they are crumbled they look exactly like sand, and it tastes delish!
