One pager vs resume

I am meeting a VP for an internal job. There is no job posting, I reached out to the senior VP and said I would like to work for your dept. So she has me meeting with a sub dept. head who reports to her.

Her suggestion to me is to create a one pager of how I can be of value to the dept/team. This is in addition to a resume. So instead of showing what I have done show what I will do for them.

I looked up one pagers online a bit. However I cannot find an outline of categories (that doesn't include budget). Any ideas of what headers should be on there?

Btw I am in healthcare.

I did something similar at my last job, when I basically created my own position.

I just typed up a brief proposal of all the responsibilities I was willing to take on and I also pointed out how it would decrease need for higher up involvement with issues.
