I'd go with #1 out of these choices. Kitchen renos suck but at least you do things you want. And the carpet you can have changed before you move in.
Either was ask for the COs to be complete prior to close. If you are getting a mortgage I don't think you can close on a loan with an outstanding CO.

I think it depends on the main rd. We move from a cul-de-sac to a double yellow line road. Where my house is situated is no different than maybe one of the side streets that is a pass through or maybe living on an avenue as opposed to a street in say Whitestone. My family was a little surprised and so were friends, but we love it. Our house is set back from the street and on a slight hill. We have a large driveway and we have a lot of tall bushes in front. People often do not even notice the house. Whie we have a half acre of property, we loose a lot of it because the house is set back but we still have a good size yard. We have a large deck, an IGP, a large swing set/ play area for the kids and still plenty of grass. In the summer you never hear the cars in the front. I much rather my front face this road than my backyard.
We also have 3 young children and 1 dog.
Now, with all that said, I would pick number one. It just sounds like you are getting more for your money. Honestly, buying move in ready isn't always great. Just because things look nice on the outside, you have no idea if corners were cut on the inside. Our last house was move in ready. The kitchen sold us on the house. The pipe burst on the outside wall one winter. The previous home owners spent a lot of money on the kitchen. When we ripped out the cabinet we were shocked to find out that a whole section had no sheetrock behind the lower cabinets, where they vented the hood, there was no silicon so the cold air came in and created a draft and that is how the pipe burst. So you never know.
I will also say, you will know it is your house when you walk in. We walked into our current home during construction (new construction home). It was only sheet rocked and DH and I knew it was "it"!!
