Dg thrown from truck reunited with his family???

I'm not following this article, the dog was reunited with his family after being thrown from a truck?? Was the dog stolen from its owners? Something doesnt seem right.

I assumed someone took him and did this to him, not the family. These stupid articles are never clear, they don't give enough details.
