What is considered first day of cycle
I just started light flow around 5pm tonight. I need to do for day 2 monitoring. Would that be Monday or Tuesday

I was told if flow began after 4pm, you would consider day 1 the following day. So in your case, day 2 would be Tuesday

My RE office considers CD 1 full flow before 3pm.

If you go Tuesday, it'll be fine. Most places want to see you CD 2 or 3 for baseline testing - I wouldn't worry about it.

CD 1 is full flow. Spotting is not considered full flow.
