My friends mother did it to one of her daughter's. It is suppose to make the hair grow in faster and fuller. Now the daughter that had the shaved head definitly has better hair than her sister.

my sisters x husband did that to my there baby girl the poor thing was bold till she was 2 and her hair now is thin no full as they thought it was going to be

My BIL did it to his 2 girls. I think it was done prematurely...they were bald for such a long time.

Cutting hair that is already out of the follicle will not affect how future hair grows. It's just another bad urban legend.
Some babies lose a lot of hair. Maybe they lost all of it, or most of it, and they wanted to even it out?

My SIL is Buddist and shaved my nephew's head at 3 months. The hair was made into a caligraphy brush.
He has a ton of hair now (14).
Not sure if it is a Chinese (she's from Taiwan) or a religious custom.
