We did books (I ordered the 1 dollar ones from scholastic) I put two of those in a gift bag with bubbles, sunglasses, play dough, and animal crackers/goldfish.

How about a Snowflake Christmas ornament? They can even make one themselves...look on orientaltrading.com
Or
Maybe cute gloves/scarves for boys and girls if you can find it cheap...

We are doing photo snow-globes
