I have no clue how the NYC system works, but can you put yourself back in it?

I just got an email from teh New York Times. They are having a job fair on the 17th. It says it will be their biggest job posting edition yet.
INFO ADDED FROM EMAIL:

Don't give up!!!!!!!!! It took me FIVE years to find a permanent position. I was bounced from leave to leave and I almost gave up, too. At the very last moment, I got the position I wanted.
I STILL say you have until mid September to land something. I know people up until yesterday who were without teaching jobs, and now they're fine.
HANG IN THERE!!!!!!!!!!!!!!
