NY gets new drivers license again!

GOVERNOR UNVEILS NEW DESIGN FOR NEW YORK STATE DRIVER LICENSE



Features New State-of-Art Security Features Making License Virtually Impossible to Forge Among the First-in-the-Nation to Use "OVD" Technology to Prevent Tampering DMV to Accelerate Distribution to Young Drivers to Combat Underage Drinking

Governor George E. Pataki today unveiled a new design of New York's driver license that will help prevent fraud and license tampering by incorporating a series of new security enhancements that make the documents virtually impossible to tamper with or duplicate.

The most prominent new feature of the license is the use of an "optical variable device" (OVD) imbedded within the laminate to prevent forgery. The wavy line, a feature unique to New York State, appears to float above the surface of the license. New York State is among the first states in the nation to feature this technology.

The new licenses will be distributed by the Department of Motor Vehicles on an accelerated schedule to those 25 years of age and under as part of a special new anti-underage drinking initiative known as "Operation Prevent."

"Ensuring the security and integrity of New York's driver license is an essential part of our continuing effort to maintain the highest standards in highway and traffic safety in the nation," Governor Pataki said. "The state-of-the-art features included in the redesigned license will greatly improve the ability of law enforcement to keep motorists safe, but also help combat the serious problem of underage drinking that often results in tragic consequences. Just as important, these anti-fraud measures will significantly thwart the ability of those who seek to use fraudulent identification to foster terrorism, break the law and cause harm."

Onondaga County District Attorney William J. Fitzpatrick said, "I applaud the Governor and Commissioner Martinez on using the latest technology to reduce underage drinking. Operation Prevent has been successfully utilized throughout Onondaga County via local law enforcement, the District Attorney's office, and the Onondaga County STOP DWI Program to assist in the continuing efforts to prevent underage persons from obtaining alcohol."

Westchester County District Attorney Jeanine Pirro said, "Forged licenses have been a pervasive law enforcement and security problem. This new license will help drive fraudulent document mills out of business. In the process we will combat terrorism, protect our identities, and keep alcohol out of the hands of minors."

In addition to the new floating wave, the document contains a backup layer of protection in the laminate that will reveal any cut lines or spots caused by alterations when viewed using a low-cost handheld document verifier or when viewed under ultra-violet black light. To further combat underage drinking, all documents issued to individuals under the age of 21 also have "under 21" markings printed in red ink on the face of the document.

The new design incorporates the most advanced document security specifications, including printing techniques that are used to prevent the counterfeiting of currency. Additional anti-fraud measures include:


Prismatic or "rainbow" printing that makes the colors difficult to reproduce;
Duplex patterns within the design and fine line structures that cannot be photocopied;
Application of inks that are not used commercially including certain images that fluoresce under ultraviolet light;
Covering the photograph and data on the license with a laminate with an optical variable device that cannot be removed and enables ready detection of tampering;
A two-dimensional barcode on the back of the document that verifies information contained on the front of the document;
"Under 21" markings for documents issued to anyone under the age of 21. Printed in red ink are the date of birth, client identification number, and the words "Under 21," which appear beside the photo;
The New York State Coat of Arms in ultra-violet sensitive ink, visible only under ultra-violet black light, which shows a break if the document is altered.
NYS Department of Motor Vehicles Commissioner Raymond P. Martinez said, "New York has one of the most rigorous and secure licensing systems in the country and ensuring the integrity of all DMV documents is a top priority for our department. This new design and its enhanced security features is just one of many steps we are taking to combat fraud, prevent underage drinking, and protect New Yorkers from identity theft."

New York State Police Superintendent Wayne E. Bennett said, "Integrating advanced document security into driver licenses, driver permits, and non-driver identity cards will greatly assist law enforcement. This will impede the use of false identification to commit crimes, including terrorism, fraud, and identity theft, as well as deter the illegal acquisition of alcoholic beverages by underage persons."

The Department of Motor Vehicles (DMV) will issue the new license and ID cards to all first time applicants and to people renewing their current documents starting September 1, 2005.

During the past year DMV investigators participated in 26 "Operation Prevent" operations with State Liquor Authority (SLA), the New York State Police, and various other police agencies that resulted in the recovery of over 650 fraudulent and altered identification documents. Some of the security features are readily apparent while others are known only to law enforcement agencies.

I saw it on the news a few days ago. It looks very nice Chat Icon They aren't going to replace the one you have, just as they issue new ones. Kind of like when they went from the old ones yellow I think??) to the new blue ones (for those of us old enough to remember) Chat Icon Chat Icon

I am 32 now. When I renewed my license (I have always lived in NYS) at 19 or 20 is said under 21.

Oh. I am a little older, so mine never said that. The way I read that description made it sound like it was something new.

That's exactly what was done! I started with a paper license that had no photo at all. Then the photo licenses had a matte finish that you could chalk or use eye makeup to cover and pencil in a new year. Not that I ever did that either......Chat Icon

I heard about this on the news the other day. My first thought was to wonder how the kids are going to get around this one. Don't they usually?

Maybe I can finally get a good picture taken for the new one!

I'm only 27 and I didn't have it either. I know this for a fact because I was one of those chalkers! 78 became a 73 until 76 was old enough. I was very good at it if I say so myself Chat Icon

They didn't say it's solving anything, but they did say it will help with a multitude of issues that law enforcement is currently struggling with. If the police superintendent believes this will help them, I don't see why there's such hostility and essentially bagging the whole program as a joke Chat Icon

Really Eilleen? How is that possible. I had it & I am 29. My birthdate was in red, so I put a tiny piece of tape over it & with a red pen closed the 6 to look like a zero & whited out the center.

I don't remember what I did wit the under 21 part.

I had the blue license & got the pink one when I turned 21.

I agree with Marcie. We are in such financial crisis right now, there are such bigger issues- transportation- they keep raising prices on public transportation, protection from terrorism, so many people without health insurance, etc... I just think this is where the government should be focusing- not fear of forgery. I don't know how many forgeries come from Drivers licenses (except from the under 21 crowd).

ya and I never had a fake ID! ITS WRONG! And Id rather them make ID that can't be forged so that People dont sell KIDS liqour.


And didnt all the terrorist on 9/11 have fake IDS?

ALSO how about the people that steal your wallet. Have your credit cards. Make up an ID to use that credit Card?

I think preventing underage drinking IS important. Just because terrorism and budgeting are more important doens't mean that smaller things don't need to be dealt with. I'm sure if you ask someone who had a relative killed by a dunk teen driver, they'd say this is long overdue. IDs are utterly useless if they can be easily faked.

Also, my license always said "under 21" and then i got a new one on my 21st birthday. This isn't new at all!

ETA: The one way the UNDER 21 thing was not effective was that when you got a license you were under 21, it didn't actually expire until whenever it would normally expire, and then you'd get another one when you turned 21, so people would commonly give their old still valid licenses away because wven though they said "under 21" a check of the birthdate would remedy the situation. When you get a new lisence the old one should no longer be valid to eliminate this problem

Mine too! I remember that. My first license was one of the yellowish ones. We used chalk and pencil to change the "2" to a "0" so we could get into the 19 and over bars when I was a freshman in college.

When the blue ones came out I knew people who just used paint to make themselves older. I won't be surprised if people find a way around this one too.

Now I know at liquor stores and some bars they scan the barcode, I guess that pulls up the correct info. I think the harder it is to fake, the better!

Excellant point. I agree!!!

New security features I think are great. FL changed their licenses. They have a smaller picture as a watermark as well as other watermarkings through out the license.

I think it's great to have those featuers because I actually have a co-worker who used someone elses license (the older versions) to get into a bar and it passed.

IF the cops went into that bar that bar would have been in a lot of trouble, not to mention herself.

I think a new license with security features is a great way to prevent underage drinking and illegal activity in bars or clubs.
