Let me ask you this- do you care??? What if she second guesses herself? How does that benefit you? And if she is such a biotch, it doesn't sound like she is. She will just think you are a biotch and that's it.
If you REALLY want to tell her that- tell her in person. Don't put it in writing! Trust me, I have gotten multi-million dollar settlements based on just one derogatory statement! And it wasn't even that bad! I know that is not your situation, but one small comment can hang someone.

Please accept this as official notice of my resignation. As you know, over the last (Amount of time) months, we have had many differences of opinion regarding the processes, work assignments, and goals for the growth of Red Pearl. Our conflict has affected my ability to manage my team and has left me and many of my direct reports feeling uncertain about the future of the company. i think the second paragraph is you really venting and needing her to know how upset you are. Which i understand but i don't think i would bother.
