Ok so came home from work and my neighbors (block party related)
Got porta potties  
SERIOUSLY maybe its just me but If I went to someones house and they made me use a porta pottie on the front lawn I'd leave!

Do they have kids? maybe they invited an enormous amount of people and dont want them in the house especially since it will be rainy and muddy. It is looking, that I have to agree on, maybe they will move it futher back on the side of the house.

Same here. I have seen carpets after parties, and they are NOT pretty. I think it's a great idea actually.

I can see renting them out for a party -- lots of people using the bathroom is hell on plumbing but it could be in the side or back yard. I don't think I'd put it out on the front lawn.
