Nope.
I don't believe the Pope gave the okay to eat meat. What I heard was that a few Deacons and Priests in the NY area said it was okay to eat corned beef and cabbage today. Even if the Pope did give the okay (which I doubt, but please correct me if I'm wrong) I still wouldn't. Makes no sense to me that all of a sudden after hundreds of years of Catholicism it's suddenly okay to eat corned beef just because it's St. Patty's Day on a Lenten Friday. 
I think you are right, the Pope wouldn't do this since this is really an Irish Catholic holiday being that St. Patrick is the patron saint of Ireland. The restriction of eating meat on Friday has been lifted in the past for the obsevation of St. Patrick's Day in Ireland which involves a traditional meal of bacon and cabbage.

Interesting...my Rehersal Dinner was during Lent was on a Friday and our guests from Ireland and Texas ( my aunts and uncles) all ate meat. They all say they had never heard of the no meat on Friday rule...so what? is it a regional thing?

Already cooking meat for dinner now. My SIL who is from Ireland is making her corned beef & cabbage for her & the kiddies tonight
