They're talking about taking video of something there at the "primary" scene.
And talking about a park. Maybe that's where a helicopter is landing - they usually use parks because there aren't many power lines.
 I'm nowhere near Shirley...

They are doing drills today to practice for terroist attacks on Long Island.
That is probably what it was.
Shirley was a mock location for something and also there was something being practiced in Commack too.
