depends on the situation, not because we can't go ... but because one or the other may have made other plans.
Mostly it's like The girls want to go for Coffee Tuesday night, do we have any plans? No? OK, good.

"If we don't have any plans on Friday, do you mind if I stay late and get a drink at work?"
He works fridays, so I know I am always going out, but I think it is thoughtful to ask.
He does the same with me.

if chris goes to happy hour w/the guys during the week he'll usually call me as he's on his way to meet up with them. i'm at work so i can't go anyway, so its not like he has to ask. other times, he'll say "by the way.." and i'll do the same...so far, so good

Both. My best friend lives in Chicago, so when she is in town I see her, whenever it is. Other times with work friends, etc., I'll ask if we had plans...
My DH asks me.

It's kind of a combination of both and we both do it. We inform in an asking sort of way - like "I might want to go out with the girls on Friday night... what do you think?"
