I guess about a size and a half - if that makes sense! lol! Well, actually it depends on the brand.
In Old Navy and Target - I get DD a 4 and she's 2 1/2.
In Gap, I get her a 3.

They do look really small, but they really stretch! Emma wears a 24 mos and she fits into the 2T ones.
