I don't eat steak, but my family love a nice steak house so these are their favs...
Peter Lugers - I love their sides and get the fish. DH and my parents LOVE their steak.
Mortons - been there a few times and always good
The Palm - I go there for the summer for their lobster deal, but the fam loves their steak too. We even saw Matt Lauer there having steak and it looks like he was enjoying it too.

Bobby Vans in Bridgehampton. I love the whole setup-it overlooks Main Street in Bridgehampton, and the food is spectacular. Especially the Porterhouse and creamed spinach. If you go Monday-Thursday, they have a great prix fixe deal!

I don't eat steak but I come from a family of big time meat eaters...they all love 21 Mian in West Sayville. I have eaten there (not steak) and was quite impressed with the atmosphere and food!

To me, there is nothing that can top a great steak. My top steakhouses are:
The Capital Grille--a chain, we ate at the one in Seattle, but there is one in NYC--the service was the best at any restaurant I have ever been to, and the steaks were amazingly delicious, great sides and appetizers too
21 Bowens-in Newport, RI, they have this amazing bacon-onion butter to top the steak with, love the view too
Delmonico's Steakhouse in Las Vegas/Delmonico's in New Orleans-both owned by Emeril, both have amazing food and great service
Bobby Flay Steak in Atlantic City-the spice rubs on his steaks are awesome, but very spicy
Tellers/Prime in Islip/Huntington-same owners, great atmosphere at both restaurants, great food
Ruth Chris--we ate at the one in Atlantic City, but they are all the same I think--steaks like butter
I don't really eat cheap steaks, but Texas Roadhouse isn't bad as far as cheap steaks go.
ETA: Knew I was forgetting places. The Palm in Atlantic City is awesome. The steaks are great and the sides are really good too.
And I'll second and third the Old Homestead, it is very good as well. Though in AC, I would choose the Palm, Bobby Flay, and Ruth Chris before the Old Homestead.
Roth Chris - They are not all the same. We went to one in San Diego and steaks were delicious. We went to one near Roosevelt Field and the steaks were not good at all. We went to one in Baltimore and steaks were delicious. The manager in Baltimore said that they are not all owned by the same company..they use the name...or something like that.
ETA - I forgot to mention Rothmanns. Their steaks are delicious.
