I agree. It has worked in London, and other big cities. I think it is a step in the right direction. The MTA will need to figure out how to handle more volume, however.

My understanding from talking to colleagues and friends in London is that it HASN'T worked as planned and there is just as much traffic.

Perhaps they will do it on a trial basis.. I have not read any of the articles outlining the plan. But, if it deters one out of ten people it will help the environment and aid in easing the congestion in the city even a fraction. That is enough for me.
The amount of people here is insane... Streets in congested areas are like parking lots during peak times.

I'm glad it passed. Seriously, the congestion is awful. I take the bus everyday and there are a ton of non-commercial cars weaving in and out of the bus lanes. Not too mention that the one day I did drive in because I had a function, it took me 20 mins. to go two blocks. That's ridiculous. I wholehartedly support it and hope it deters a least some traffic.
I used to drive into the city when I was a teenage with my grandfather - there are way more cars driving through the city now than just 10 years ago.
It also is beneficial to the environment to reduce the car traffic, which needs our help more now than ever before.
Finally, I don't think it will really cause such a massive spillover into mass transit. I think there will be some spillover, but it will be speard out based on where the commuters originated.

They are trying to introduce one where I live, however being someone who has made the choice to work outside of our city centre, but lives within the zone of the city centre, I resent having to pay to leave the city at rush house and pay to re-enter the city again at rush hour.

Its just in the proposal stage, its not put into place yet. I think it will help as we have fantastic public transportation and the money raised it being used to add to our public transport links, however as I made the choice to work out of town, I don't think its fair. However, if I drove into the city centre, every day, I would be happy to pay as I think that is a fair solution, I could happily take public transport.

I happen to support the plan, however I do believe that improvements need to be made to the public transportation system in order to sustain the increase in usership.
My sister, who lives in Astoria, also brought up a good point. She is afraid that commuters are going to use her neighborhood as a parking lot and take the subway in from there. They are going to have to monitor street parking in these residential neighborhoods so they do not get abused.

As I mentioned my brother said there is NO DIFFERENCE at all in the volume of traffic going into London, it just costs more!

I found this about the congestion charges in London, it was done by an independent company, not the city.
# Within the charging zone, it is estimated that there has been an overall 14.6% reduction in traffic (expressed as vehicle-kilometres, for vehicles with four or more wheels), corroborating the results reported by TfL.
# Analysis of the results at the borough level reveals that those boroughs within areas inside the charging zone to the south of the river experienced the greatest reduction in traffic, whereas the City of Westminster experienced the smallest reduction in traffic.
# Within the collar surrounding the charging zone (excluding the Inner Ring Road), it is estimated that there was an overall reduction in vehicle-kilometres of 3.9%.
# The introduction of the congestion charge has caused a reduction in parking activity inside the charging zone. This has caused a significant reduction in borough parking revenue. However there is scant evidence for any increase in parking outside the charging zone.
# The results of the bus occupancy surveys suggest that the increases in bus service capacity that were provided prior to the introduction of the congestion charging scheme have been sufficient to meet demand across the morning peak period. However, there are certain routes on which passengers will not be able to board the first bus at certain times in the peak period.
# The results of the study of parking at railheads in outer London revealed a very slight increase in the parking occupancy immediately around railheads following the introduction of the charge. This is different from the headline conclusions of the TfL study. However it is not possible to tell whether this change is solely attributable to the congestion charge.
