Busch Gardens or Sesame Place for a 1yo and 3yo?

Busch Gardens has an area with Sesame St characters.

Which do you think is better for a 3yo and 1yo - Sesame Place or Busch Gardens?

I remember Sesame Place being more of a water park. I'd prefer dry rides and shows/parades.

We live in the DC area so both DW, Sesame Place and Busch Gardens are all around the same proximity from us.
