Can I wear black shoes with a navy suit?
or do I have to buy navy shoes? I never buy any navy pants/skirts/suits for work beause all of my shoes are black or brown. What are the "rules" in regards to navy attire?

I always wear brown shoes with a navy suit. I wouldn't wear black shoes with navy and I'm not a fan of navy shoes.

anything is better than black with navy...try brown or cream/ivory/bone or silver/gold/metallic

No, you shouldn't wear flat black shoes.
you should wear Navy Shoes or Brown or black patent shoes

I wore black shoes with my navy suit once....and let me tell you it was not a good day. I just felt awkward.  I felt like people were staring and thinking what is she stupid, thats black and navy ...a fashion no no.
Good Luck. Do the taupe-ish colored shoes. I felt better in them.
