Can you just get a service contract with an oil company and not buy oil from them?

Can you just get a service contract with an oil company and not buy oil from them?
Last year we had a contract with Meenan and they delivered oil to us each month....now we would like to find a company that would allow us to just have a service contract but not deliver us oil....anyone know if this is posisble??? TIA

Yeah. I have a contract with this guy, but he doesn't even deliver oil.
