can you put a "freeze" on being billed?
like if i call my phone company or cable company and tell them i will be away on vacation for such and such time so please stop the service and the bills for that time? then ina few months "unfreeze" it??

No. They don't care if you are on vacation. They will just ask you if you want to be disconnected for a period of time and then reconnected. Be careful with this though... the reconnection fee might not be worth it depending upon how long you don't want the service. It might be cheaper to just pay the bill while you are away.
For example, DH and I are selling our house and buying a new one but must live with IL's for about 4-6 months while work is being done on our new house. We'd like to keep our existing home phone number but I don't want to pay a connection fee at IL's and then 4 months later pay another connection fee at the new house.
Mail's different. Electric, water, cable, etc. won't do it... if they did everyone would ask for their cable to be stopped for a few weeks every summer.

I stop my cable TV when Dh goes away on "business" Timewarner never had a problem with it. I put it under suspension.
