When is it safe to turn the carseat around? TIA

As late as possible. 18mo+ is ideal. The longer they are rear-facing, the safer they are.

When it's safe and when it's legal are different. 1 year and 20 lbs is legal. It's safer to keep them rear facing to the seats limit.
DD is 18 mos and still rear facing.

Agreed - I think DD was about 16 months when we switched her around
