DD watches TV...probably about an hour a day. Mostly Yo Gabba Gabba, sometimes sesame street or mickey mouse.
She has been on time or early with all of her milestones. I'm not concerned at all.
I will only let her watch Nick Jr., PBS kids, or Disney Jr.

So what differnce does it make if they hear my voice, my sister's voice, my mom's voice, my DH's vocie- or the voices on TV?
What makes the voices bad for their speech development just because they are emminating from a TV rather than from my mouth?
I could be mistaken (and if I am, please feel free to correct me), but I've read that it's a combination of two things. 1. On TV they can't always see the speaker's mouth moving (or, in the case of cartoons or puppets, their mouths don't move as ours would), which inhibits language learning and 2. TV as background noise disrupts their ability to distinguish words from other sounds, making it harder to learn them.

Yes DS watches. He will now watch Sesame, Fresh Beat, Barney or Gabba for a chunk of time. It allows me to get stuff done, make dinner etc but he gets plenty of other indoor and outdoor playtime as well.
